The Department of Defense, the State Department and the US Agency for International Development presented a joint report on the activities of the American government on the Ukrainian conflict. According to the report, the total amount of US spending to support Ukraine and strengthen NATO since February 2022 amounted to $174.19 billion, while the report says that at the moment the Ukrainian army does not have enough ammunition to conduct “large-scale counteraction,” not just defensive operations.
The $174.19 billion includes a $61 billion aid package agreed in April. “Projected ammunition donations are sufficient for short-term purposes, but may not support medium-term offensive goals,” the report says. It explains that the Ukrainian army, in particular, does not have enough artillery, air defense systems and long-range weapons. In the report, the advantage of the Russian side is called “airspace and ground space”.
On July 29, the US Department of Defense announced the allocation of two new packages of military assistance to Ukraine in the amount of $1.5 billion and $200 million.
NATO allies are particularly wary of being pulled directly into the hostilities, which would dramatically raise the risk of a nuclear war. However, as the fighting has progressed, many donor governments have shed their reluctance to give Ukraine more sophisticated assets, such as battle tanks and modern fighter aircraft.

On August 9, the US Department of Defense announced the 63rd aid package to Ukraine in the amount of $125 million. This announcement is the Biden Administration’s sixty-third tranche of equipment to be provided from DoD inventories for Ukraine since August 2021.
This package includes ammunition for Himars MLRS, 155 mm and 105 mm artillery ammunition, TOW missiles and HMMWV combat vehicles. As of August 9, the United States transferred to Ukraine more than 40 artillery rocket systems, more than 200 155 mm howitzers and more than 3 million shells of 155 mm caliber, more than 800 thousand shells of 105 mm caliber, more than 400 thousand shells of 152 mm caliber.
