French law enforcement agencies have issued an arrest warrant for the brother of Telegram founder Pavel Durov, Nikolai Durov. This is reported by Politico with reference to a French administrative document.
According to the publication, the arrest warrants for the Durov brothers were issued on March 25. Nikolai Durov is wanted in France.
Politico writes that the case was initiated in connection with Telegram’s refusal to cooperate with the French police in investigations. It is alleged that the management of the platform “did not give an answer” to the request for user identification of users offending the French and EU law.
The document also highlights Telegram’s “almost complete lack of cooperation” with French and European authorities in other cases.
The document also mentions the use of the platform by “numerous criminal groups” as justification for the arrest warrants for the Durov brothers. The Durov family themselves are not listed as directly involved in illegal actions.

“The director of Telegram was detained as part of an ongoing judicial investigation,” French President Emmanuel Macron said, apparently meaning that this case is not a personal case agaisnt Mr. Pavel Durov, but a large investigation of various crimes committed by users of the Telegram messenger.
“This is by no means a political decision. The decision rests with the judges,” said the French President.
Pavel Durov’s net worth is currently estimated at $15.5 billion as of August 2024. This makes him the 150th wealthiest person in the world.
Despite the French president’s statements, the arrest of Pavel Durov by French police on August 25, as he got off his private jet at Le Bourget airport, is damaging France’s reputation for freedom of expression on the Internet.
