Russian President Vladimir Putin met with North Korean Foreign Minister Choe Son Hui in the Kremlin. The meeting was also attended by Russian Foreign Minister Sergei Lavrov and presidential aide Yuri Ushakov. According to the press secretary of the head of state, Dmitry Peskov, the head of the North Korean Foreign Ministry conveyed an oral message to Mr. Putin from Kim Jong-un.

This meeting occurs amid increasing concerns from the West regarding North Korea’s military support for Russia in the ongoing conflict in Ukraine.

“Convey my best wishes to him too,” said the Russian president in response and invited the minister to sit down at the negotiating table. Vladimir Putin added that today Russia celebrates National Unity Day, and “meeting with friends on the holiday is a very good tradition.”

On November 1st, Choi Sung Hui met with her Russian counterpart Sergei Lavrov. She said that immediately after the start of the war in Ukraine, Kim Jong-un gave instructions to provide assistance to the Russian army and people.

The North Korean minister added that Moscow and Pyongyang have reached a new level of strategic relations with a hundred-year perspective.

At the end of October, the Russian State Duma ratified the strategic partnership agreement between Russia and North Korea, signed during Vladimir Putin’s visit to Pyongyang in June.

Western intelligence reports suggest that around 10,000 to 11,000 North Korean troops are stationed in Russia, particularly in the Kursk region near Ukraine, raising alarms about their potential deployment to support Russian forces.

Ukrainian officials have criticized the muted Western response to these developments, calling for urgent measures to address what they describe as an escalation of military involvement by North Korea in the conflict.
