In response to the Trump administration’s plans to negotiate the future of Ukraine without European involvement, French President Emmanuel Macron convened an emergency meeting with European leaders in Paris. The meeting was called to agree on a coordinated response to the policy shift by the U.S. administration regarding the war in Ukraine.

Exclusion of Europe: The Trump administration has announced that Europe will not be involved in peace talks between Russia and Ukraine, but will instead be consulted by the United States. U.S. Special Envoy for Ukraine and Russia, Keith Kellogg, suggested that Europe might not have a place at the table during peace negotiations with Russia, arguing that too many voices could derail negotiations.

Emergency Meeting in Paris: European leaders, including key EU leaders and UK Prime Minister Keir Starmer, gathered in Paris for an emergency summit called by French President Emmanuel Macron. The goal was to unify their stance after the Trump administration excluded Europe from talks with Russia aimed at resolving the conflict in Ukraine.

US-Russia Talks in Saudi Arabia: U.S. Secretary of State Marco Rubio is scheduled to meet with Russian officials in Saudi Arabia on February 18 to discuss ending the war in Ukraine and preparing for a meeting between Donald Trump and Vladimir Putin.

On February 19, Ukrainian President Volodymyr Zelensky may also visit Saudi Arabia, AFP reported. The day before, he will visit Turkey, the office of the country’s President Recep Tayyip Erdogan said, and on February 17, he was on a visit to the UAE neighboring Saudi Arabia.

European Concerns: European leaders fear that Trump intends to make peace with Russia in talks that will not involve Kyiv or the European Union. They are increasingly anxious that Trump is advancing towards a peace arrangement with Putin that could jeopardize Kyiv and broader European stability.

Ukrainian Perspective: Ukrainian President Volodymyr Zelenskyy expressed his refusal to accept any agreements made between the United States and Russia regarding Ukraine without Ukraine’s involvement. He has also urged European nations to unite with Ukraine in establishing a European military force.

Focus of US-Russia Talks: The talks between the U.S. and Russia will focus on restoring U.S.-Russian relations, discussing a settlement in Ukraine, and organizing a meeting between the two presidents.

European Response: With a reduced U.S. presence in Europe, discussions among European leaders are likely to revolve around the possibility of deploying European forces to Ukraine to maintain peace following a negotiated agreement. 

There are increasing calls for Europe to ensure its own defense independent of the U.S. administration.
