The United States has agreed to assist Russia in boosting its agricultural and fertilizer exports and restore its access to payments systems, as part of a broader agreement aimed at reducing hostilities in the Black Sea. The Kremlin demanded the easing of Western sanctions in return for a cease-fire in the Black Sea. This arrangement was reached during U.S.-brokered talks between Russia and Ukraine in Saudi Arabia, where both parties agreed to cease military operations in the Black Sea and halt attacks on energy infrastructure.

Export Assistance: The U.S. will help restore Russia’s access to global markets for agricultural and fertilizer exports, lower maritime insurance costs, and enhance access to ports and payment systems.
Sanctions Relief: Russia has conditioned the ceasefire on the lifting of Western sanctions, particularly those affecting its agricultural sector and financial institutions like Rosselkhozbank.
“We are considering them. Right now, we are considering all these conditions. There are about five or six of them, and we are studying each of them,” President Trump told reporters.
Black Sea Ceasefire: Both Russia and Ukraine have agreed to stop using force in the Black Sea and prevent commercial vessels from being used for military purposes.
Energy Infrastructure: The agreement includes a halt on strikes against energy facilities in both Russia and Ukraine.
