U.S. President Donald Trump’s envoy, Steve Witkoff, met with Russian President Vladimir Putin in Moscow on April 25, for a three-hour discussion focused on American efforts to resolve the ongoing conflict in Ukraine. This was Witkoff’s fourth meeting with Putin and marked a continuation of high-level diplomatic engagement aimed at negotiating a peace deal.
According to Kremlin aide Yuri Ushakov, who attended the meeting, the talks were “constructive and very useful,” helping to bring the positions of Russia and the United States closer together not only on Ukraine but also on other global issues. A key topic was the possibility of resuming direct negotiations between Russia and Ukraine, which have not taken place since the early weeks of the war that began in February 2022.
The discussions come amid ongoing violence in Ukraine, including recent deadly Russian attacks on Kyiv, and follow U.S. proposals that include freezing front lines and recognizing Russian control over Crimea-proposals that Ukraine has rejected. Despite these challenges, Trump expressed optimism about nearing a resolution, stating that progress is being made and that both Putin and Ukrainian President Zelenskyy want a deal.
The meeting between Witkoff and Putin signaled a potential breakthrough with talks on restarting direct Russia-Ukraine negotiations, reflecting cautious progress in diplomatic efforts to end the war.
On March 18 the Russian President Vladimir Putin agreed to a proposal by U.S. President Donald Trump to halt strikes on Ukrainian energy infrastructure for 30 days.
The last talks between Russia and the United States in Riyadh were held on March 24 in a closed format and lasted more than 12 hours with three breaks.
