Russian President Vladimir Putin said shortly after midnight on May 11 that Moscow was offering Kyiv to resume direct negotiations without preconditions. Negotiations were interrupted at the end of March 2022. The head of the Kremlin has proposed to start dialogue next Thursday, May 15, in Istanbul.

Russia hopes for serious negotiations “to eliminate the root cause of the conflict,” the president said. Russia insists on a long-term truce that would not be resumed by hostilities. “The decision belongs to the Ukrainian authorities and their supporters,” Putin said.

« Hostilities are underway now. It’s war. And we propose to resume negotiations, which have not been interrupted by us. Those who really want peace can only support them,” he stressed.

Putin recalled that Turkey has repeatedly offered to mediate in organizing negotiations between Russia and Ukraine, and stressed the important role of President Recep Tayyip Erdogan in this process.

In conclusion of his speech, Vladimir Putin thanked those who shared with Russia the celebration of the 80th anniversary of the victory in the Great Patriotic War (1941-1945), as well as the media that covered the festivities in Moscow. After that, the Russian president gave journalists covering his speech in a Kremlin room with the time off.

International negotiations continued in the Kremlin throughout the day. In the Malachite lounge of the Kremlin, where the presidents of Russia and Vietnam read their statements today, chairs have been set up. Vladimir Putin met not only Russian journalists, but also correspondents from Western television: CNN, NBC, BBC.

At 0:00 Moscow time from May 10 to 11, the truce announced by Russian President Vladimir Putin on the occasion of Victory Day ended. The ceasefire agreement, as previously reported by the Kremlin, was humanitarian in nature. Moscow called on Kyiv to support the initiative, but the Ukrainian side refused.
