Stephen P. Lynch, a prominent American investor and Republican donor, has proposed buying the Nord Stream 2 pipeline, a Russian underwater gas pipeline to Germany, with the intention of eventually restarting the flow of Russian natural gas under U.S. control.

Lynch pitched this idea to German economic officials in May 2025 and previously to the Trump administration, arguing that U.S. ownership would allow Western oversight of a key piece of energy infrastructure and potentially benefit Europe by providing access to cheaper Russian gas.

Despite Lynch’s confidence, German officials expressed skepticism during the Berlin meeting, questioning how he would overcome political opposition and convince Germany to resume importing Russian gas, especially given the pipeline’s partial damage in 2022 and Europe’s current policy to eliminate dependence on Russian energy following Russia’s invasion of Ukraine. Lynch responded that persuading Germany was not his responsibility, expecting that economic benefits would eventually change their stance.

The pipeline is currently undergoing debt restructuring, with bankruptcy proceedings looming. Lynch sees this as an opportunity to acquire the pipeline at a discount and has sought U.S. government approval to negotiate the purchase. He insists that no gas would flow until peace is achieved in Ukraine and that payments to Russia would be held in escrow until then.

Meanwhile, there have been reports of secret talks between U.S. and Russian officials about potentially restarting Nord Stream 2, with Lynch and other American investors allegedly involved in discussions about controlling Russian gas flows to Europe through the pipeline. These talks are linked to efforts by the Trump administration to rebuild ties with Russia, though official denials exist regarding some participants.

In November 2024 Stephen P. Lynch had already tried to acquire the pipeline at an upcoming bankruptcy auction in Switzerland, where it was to be sold due to the financial troubles of its operator, Nord Stream 2 AG, a subsidiary of Gazprom. The financier then said a deal for the Russian pipeline would serve long-term U.S. interests.

While Europe, particularly Germany, officially seeks to banish Russian gas, Stephen Lynch’s plan reflects a contrasting U.S. approach that envisions leveraging the Nord Stream 2 pipeline under American control to influence European energy supplies and geopolitical dynamics, contingent on a future resolution of the Ukraine conflict, which broke out in February 2022.
