Donald Trump has expressed openness to the idea of the U.S. providing security guarantees to Ukraine as part of a peace agreement. He indicated that Russian President Vladimir Putin accepted that any durable peace would need to include the presence of Western troops in Ukraine to ensure its durability. However, Trump has clarified that the U.S. would not continue to supply weapons or troops directly to Ukraine but would sell weapons to Europe for use by Kyiv.

During their summit in Alaska held on August 15, Trump and Putin discussed potential land swaps and security guarantees, and Trump stated that they had “largely agreed” on these points, though the final deal would require Ukraine’s consent. Trump has urged Ukrainian President Volodymyr Zelenskiy to make a deal, emphasizing Russia’s significant power compared to Ukraine.

Putin reportedly agreed with Trump that Ukraine’s security must be “ensured,” and both leaders expressed readiness to work towards peace. However, Putin did not concede on demanding Ukraine cede territory or on blocking Ukraine’s NATO membership. European leaders, including German Chancellor Friedrich Merz, welcomed U.S. willingness to partake in security guarantees alongside Europe, seeing it as a positive step toward peace.

The U.S. and Europe aim for a peace agreement rather than a temporary ceasefire, which they believe often fails to hold. President Zelensky plans to meet Trump in Washington on August 18 to discuss the next steps, and further talks including Putin are being considered to finalize a peace deal. The situation remains cautious, with concerns about Ukraine’s willingness to accept territorial concessions and the nature of Western security assurances.
