A Trade in Services and Investment Agreement (TISIA) between Russia and the United Arab Emirates (UAE) was signed on August 8, 2025. The treaty aims to deepen bilateral economic cooperation and expand foreign direct investment (FDI) flows between the two countries. It creates a dedicated bilateral framework focused on services and investment, complementing the UAE’s existing Economic Partnership Agreement (EPA) with the Eurasian Economic Union (EAEU), which includes Russia.
Key features of the TISIA include fostering collaboration in high-growth sectors such as fintech, healthcare, transport, logistics, and professional services. The agreement facilitates broader market access for services and guarantees that Russian companies can operate freely in specialized free zones within the UAE, including opening subsidiaries in banking, healthcare, and media with 100% Russian capital. The treaty also aims to promote trade diversification and enhance overall economic ties between the two nations.
The TISIA was signed by UAE Minister of Foreign Trade Dr. Thani bin Ahmed Al Zeyoudi and Russian Minister of Economic Development Maxim Reshetnikov during UAE President Sheikh Mohammed bin Zayed Al Nahyan’s official visit to Moscow, where he met Russian President Vladimir Putin. Both leaders emphasized the growing importance and momentum of economic, political, and humanitarian relations between Russia and the UAE, with trade between the two nations rapidly expanding, particularly non-oil trade which reached $11.5 billion in 2024 and increased significantly in the first half of 2025.
The signing of TISIA is part of a broader strategic partnership that includes cooperation on humanitarian issues, such as the UAE’s mediation in prisoner exchanges between Russia and Ukraine. The agreement aligns with the UAE’s Comprehensive Economic Partnership Agreement (CEPA) program, which seeks to significantly increase non-oil foreign trade by 2031.

Additionally, a Memorandum of Understanding on cooperation in land transport was signed alongside TISIA, further enhancing bilateral cooperation in infrastructure and logistics.

Russian President Vladimir Putin and UAE President Sheikh Mohammed bin Zayed Al Nahyan emphasized the growing importance and momentum of economic, political, and humanitarian relations between the two countries during the signing events in 2025.
