The U.S. President Donald Trump is planning to introduce a new $100,000 application fee for the H-1B visa program, marking a significant overhaul aimed at curbing the program’s use. The fee is expected to be announced as part of a proclamation to be signed as soon as Friday, September 19, 2025. This new fee would drastically increase the cost of obtaining H-1B visas, which currently involve fees of only a few hundred to a few thousand dollars. Tech companies will be serioulsy hit.
The administration argues this move is necessary because the H-1B program has been exploited, resulting in displacement of U.S. workers, particularly in the technology sector. The program is heavily used by major tech companies like Amazon, Microsoft, Meta, and others, with India being the largest source of H-1B visa recipients (71% last year). The goal of this $100,000 fee is to protect the jobs for U.S. IT engineers and reduce the massive wave of Indian engineers into the U.S.

Alongside the fee increase, the proclamation is expected to include changes to prevailing wage requirements for H-1B workers, aiming to restrict visa use by setting higher minimum wages for visa holders. The $100,000 fee will be required before H-1B workers can enter the U.S., representing one of the most stringent immigration controls on specialized workers in recent years.
