President Donald Trump is planning a “Ukraine Victory Fund” that would be financed by fresh tariffs imposed on China, according to recent reports. Trump has instructed Treasury Secretary Scott Bessent to present this proposal to European allies ahead of Ukrainian President Volodymyr Zelensky’s visit to Washington. The plan envisions using additional revenues from new tariffs on Chinese imports—sometimes called the “Russian oil tariff” or the “Ukrainian victory tariff”—to bankroll weapons and military support for Ukraine as the conflict with Russia enters its fifth year.

This comes after the Kremlin has made no proposals after the Alaska Summit held on August 15-16 on the initiative of President Trump, who seems now to have lost patience.

This marks a shift in Trump’s approach, reflecting impatience with Vladimir Putin and a willingness to strongly back Ukraine’s armed resistance against Russia, after nearly four years of war. Discussions with NATO and European partners have focused on supplying long-range Tomahawk missiles and sustaining military aid. Trump signals that the U.S. would act decisively if European allies join in this funding effort, linking support for Ukraine with coordinated tariff pressure on China, whose trade policies and rare earth export controls have heightened tensions.

On July 14, Trump said he was “unhappy with Russia” and that if there was no deal on Ukraine within 50 days, he would impose “very harsh tariffs” on Moscow. The same day, Trump agreed to sell NATO weapons to Kyiv, to suppy Ukrainian armed forces against Russia.

In essence, Trump’s administration aims to leverage trade tariffs on China as a funding source for military aid to Ukraine, seeking broader transatlantic cooperation to maintain pressure on Russia and sustain Kyiv’s defense capabilities through to a potential victory.
