The duty on the export of wheat from Russia will be reduced by nearly 69%, from 318.6 rubles per ton to 99.1 rubles per ton, effective from October 22, for one week until October 28.
This significant reduction in the wheat export duty aims to adjust following the floating duty mechanism based on export contract indicative prices. The export duties on barley and corn will remain at zero during this period.
This move is part of Russia’s grain damper mechanism introduced in 2021, designed to stabilize domestic grain prices and support agricultural producers by adjusting export duties dynamically.
The main buyers of Russian wheat in 2025 include a variety of countries, with Iran leading as the largest buyer in May 2025, importing around 342,000 tons. Following Iran are Egypt, Turkey, Bangladesh, and Sudan as significant importers. Egypt remains one of the top importers over a longer term, consistently receiving large shipments.
In 2025, Russia’s grain harvest is projected to reach approximately 135 million tonnes, including about 88 million tonnes of wheat. The wheat harvest forecast was slightly adjusted downward from previous estimates but reflects a 10% increase in yields compared to the previous year. This level of grain production continues a multi-year trend of harvests exceeding 120 million tonnes, supported by systematic state support and advanced agricultural techniques, such as harvesting two crops from the same field and using aviation to enhance rainfall.
Despite some regional challenges like drought in southern Russia, favorable conditions in other regions like Siberia and the Urals are expected to help offset losses, maintaining near-average wheat production levels. However, grain exports are slower due to export restrictions and reduced supply. The agricultural sector continues to be vital for Russia’s economy, with steady growth anticipated in related areas such as livestock and seed breeding.
