Russian opponents have reacted with anger and frustration to the European Union’s ban on multiple-entry Schengen visas for Russian nationals, announced on November 7, 2025. The EU implemented the ban citing increased migratory and security risks linked to Russia’s ongoing conflict with Ukraine.

As a result, most Russian nationals will now only receive single-entry visas, requiring them to reapply for a new visa for every trip to the Schengen area, spending time and high fees. Exceptions are limited to close relatives of EU residents, professional transport workers, and individuals deemed highly reliable such as journalists and human rights defenders, who may get limited multi-entry visas.

Russian opposition figures, dissidents, and civil society representatives are particularly affected since multiple-entry visas had been crucial for their travel to the EU for safety, work, or activism. The ban is seen as discriminatory and punitive towards ordinary Russians, with criticism that it hurts those wanting legitimate travel for personal, cultural, or professional reasons. Russian officials have warned that this move will provoke retaliatory measures and have accused the EU of violating earlier commitments not to target ordinary citizens.

European Parliament members have also criticized the ban, deeming it economically harmful and senseless, as it reduces tourism and economic exchange with Russia. Some view the restrictions as politically symbolic but practically disruptive, reinforcing divisions rather than fostering connections. Meanwhile, Moscow is reported to be preparing reciprocal visa restrictions in response against European citizens.
