The Russian federal governement has approved in November a new, simplified residency pathway for certain skilled foreign specialists starting in April 2026.
The Decree of the President of the Russian Federation was published on December 2, 2025 No. 883.
Start date and legal basis
The scheme is scheduled to take effect on 15 April 2026, under a presidential decree issued in early December 2025. It creates a fast‑track route to either a three‑year temporary residence permit (TRP) or, in some cases, an immediate permanent residence permit (PRP) for eligible applicants.
Who qualifies
The programme targets foreign nationals regarded as “valuable specialists” for Russia, including professionals with achievements or careers in science, industry, business, technology, education, culture, or sports. Applicants must be endorsed by a designated agency that confirms their skills are of interest to Russia’s development before they can apply for residency.
Key simplifications
Qualified specialists and their family members can bypass immigration quotas and are exempt from the standard exams in Russian language, history, and law. After preliminary approval, they receive a one‑year business visa that allows them to enter Russia and work while their TRP or PRP application is processed, with a stated processing time of up to 30 days.
Two‑stage process
First, candidates submit an online application and documents to an authorized agency in their home country; if approved, they obtain the one‑year business visa and work rights. Second, once in Russia, they file for a three‑year temporary residence or, if eligible, direct permanent residence under the simplified procedure.

Applications for a temporary residence permit or a residence permit submitted in accordance with this Decree shall be considered and decisions shall be made within a period not exceeding 30 days from the date of submission of the application and submission of the necessary documents.
