European leaders in Paris announced a political deal in principle to give Ukraine long‑term, multilayered security guarantees, but this is not yet a final peace agreement and many details remain undecided. The guarantees are meant to deter a renewed Russian attack after any future ceasefire or peace deal by committing allies to arm, train and back up Ukraine’s own forces with air, land and sea support
What the allies agreed
Allies from Europe and NATO endorsed a joint security declaration for Ukraine at a summit in Paris.
The declaration says Ukraine’s military will remain the first line of defence, with partners providing long‑term weapons, training and funding so it can deter Russia on its own territory.
Nature of the defense guarantees
The guarantees are “multilayered” and envisage support on land, in the air and at sea once a credible cessation of hostilities is in place.
Some European states, including the UK and France, have signalled willingness to set up military hubs and secure facilities in Ukraine, and possibly deploy troops there after a ceasefire, mainly as a deterrent and reassurance force.
Conditions and open questions
The framework is tied to a future ceasefire or peace deal and does not end the war now; fighting is still intense and Russia shows no sign of being ready to withdraw or accept Kyiv’s terms.
Key issues—such as how many foreign troops, exact command structures, verification mechanisms, and funding levels—are still under negotiation and must be approved individually by each participating country.
Moscow has revealed few details of its stance in the U.S.-led peace negotiations. Officials have reaffirmed Russia’s demands and have insisted there can be no ceasefire until a comprehensive settlement is agreed. Russian President Vladimir Putin has ruled out any deployment of troops from NATO countries on Ukrainian soil.
How this fits into the wider peace effort
NATO Allies describe the Paris outcome as a “significant step” in aligning Western and Ukrainian positions so that, if Russia eventually accepts a negotiated settlement, a ready‑made system of deterrence and support for Ukraine can be activated quickly.
