During the talks held in the United States on January 17-18 on the peace plan of the U.S. President Donald Trump, Ukrainian and American delegations discussed economic development, a plan for the prosperity of Ukraine, as well as security guarantees, said Rustem Umerov, deputy head of the Ukrainian delegation, Secretary of the National Security and Defense Council (NSDC).
He was part of the delegation along with the head of the office of the Ukrainian president, Kyrylo Budanov, and the head of the Servant of the People party faction, David Arakhamia.
“We discussed in detail economic development and a prosperity plan, as well as security guarantees for Ukraine – with an emphasis on practical mechanisms for their implementation and implementation,” he wrote on his Telegram channel.
On the U.S. side, Trump’s special envoy Steve Whitkoff, the son-in-law of the U.S. president Jared Kushner, U.S. Army Secretary Daniel Driscoll and White House official Josh Gruenbaum participated in the talks.
According to Umerov, the parties agreed to continue “work at the team level” at the next stage of consultations at the World Economic Forum in Davos. It starts in Switzerland on Monday, January 19.
The website of the President of Ukraine Volodymyr Zelensky also published his speech following the reports of the Ukrainian delegation from the United States. So, he spoke about the work on documents to end the conflict.
Zelensky also called for continued pressure on Russia. “We will work this week for such new pressure and a clear position of the world towards Russia,” he added.
Ukraine will conduct offensive operations against Russia, since “you can’t win on the defensive,” Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi said on January 18 in an interview with LB.ua. “We will conduct a strategic defensive operation, while we understand that you will not get victory in defense. Therefore, accordingly, we will conduct offensive operations, fight to hold the operational initiative,” General Syrsky said.
Negotiations between the United States and Ukraine were held in Miami on January 17. As previously reported by the Ukrainian ambassador to Washington, Olga Stefanishina, the delegations planned to finalize agreements on security guarantees and on the “economic prosperity” of Ukraine. According to her, the parties can sign these documents at the World Economic Forum in Davos.
At the end of December 2025, a meeting between Zelensky and Trump took place in Florida. Following its results, the Ukrainian president said that the parties had fully agreed on the “military dimension” and security guarantees between Ukraine and the United States, almost completely agreed on security guarantees between Ukraine, the United States and Europe, and the 20-point plan was 90% approved. The coordination of the plan for the prosperity of Ukraine, according to him, is at the stage of completion.
U.S. President Donald Trump has publicly assured that no U.S. troops will be deployed to Ukraine as part of any peace or security arrangement, stating, “You have my assurance—and I’m president” when questioned about sending American soldiers to defend Ukraine’s border against Russia. Trump reiterated this position in a televised interview on August 19.
Russian President Vladimir Putin’s special envoy Kirill Dmitriev traveled to Miami on December 20, to take part in high-level talks on a potential peace deal to end the war in Ukraine. The visit was part of a broader U.S.-brokered diplomatic track linked to President Donald Trump’s emerging peace framework.
