The meeting of the Russian President Vladimir Putin with US Special Presidential Envoy Steven Witkoff and the son-in-law of the U.S. President Jared Kushner began in the Kremlin late on Thursday, according to the Kremlin press service.
From the Russian side, the meeting is also attended by Assistant to the Russian President Yuri Ushakov and Special Representative of the President for Investment and Economic Cooperation with Foreign Countries, General Director of the Russian Direct Investment Fund (RDIF) Kirill Dmitriev.
On the American side, the meeting is also attended by the Commissioner of the Federal Procurement Service of the General Services Administration of the United States of America, senior adviser Josh Gruenbaum, who serves on Trump’s Board of Peace.
What this meeting is about
The talks are part of an ongoing U.S. effort, led by Trump’s envoys, to negotiate a plan to end Russia’s nearly four‑year‑old war against Ukraine.
The agenda reportedly includes core peace terms such as Ukrainian territory, security guarantees for Ukraine, and Ukraine’s future relationship with NATO.
This is the 7th meeting of the U.S. emissary Witkoff with the President of Russia in a year. For the first time, Donald Trump’s special envoy came to Moscow on February 11, 2025, and his last visit to the Kremlin took place on December 2.
Witkoff and Kushner arrived in Moscow from Davos, where Trump met with Ukrainian President Volodymyr Zelensky a few hours ago, which lasted about 55 minutes.
Earlier on Thursday, Witkoff said that the solution to the crisis in Ukraine has entered the final phase. According to him, “many successes have been achieved.” Whitkoff claimed that one issue remained unresolved, but neither the American side nor the Kremlin explained what he was talking about.
In turn, Putin said the day before that he expects to discuss with Witkoff and Kushner the possibility of using Russian assets frozen in the United States, including for the restoration of territories affected during the Ukrainian conflict, but after its completion.
It is expected that following the meeting in the Kremlin, Russian presidential aide Yuri Ushakov will give a telephone briefing for Russian and foreign journalists.
After his visit to Moscow, Steven Witkoff will head to Abu Dhabi. The Ukrainian President Volodymyr Zelensky said that on January 23, negotiations between the delegations of the United States, Russia and Ukraine would be held there. According to the Financial Times, the American and Ukrainian sides will offer Russian negotiators to introduce an energy truce.
