Russia handed over to the United States proposals to remove “serious barriers to the full improvement of relations between Moscow and Washington.” This was reported by the Russian Foreign Ministry. Among the initiatives are the resumption of direct flights and the return of Russian confiscated diplomatic property.

“We would welcome the success of the Russian-American normalization, of course, provided that this process continues to develop on an equal and mutually respectful basis,” said the Russian Ministry of Foreign Affairs in response to a press conference by Russian Minister Sergey Lavrov on the results of Russian diplomacy in 2025.

If the United States agrees to restore relations with Russia, “very promising and winning, first of all, for themselves, horizons of cooperation with us will open up for the Americans,” the ministry added. Among the areas are hydrocarbons, critical minerals and rare earth elements, cooperation in the Arctic, artificial intelligence and space.

On January 25, Deputy Foreign Minister Sergei Ryabkov said that Russia and the United States are “returning to normality” and are conducting contacts in Moscow and Washington on the so-called irritants in relations. The dialogue is conducted in a closed format.

There are seven Russian diplomatic property in the United States, including the consulates general in Seattle and San Francisco, the Killenworth estate on Long Island and a trade mission in Washington. They were arrested in 2017 as part of U.S. sanctions against the Russian state and affiliated organizations.

On January 22, the US Special Presidential Envoy Steven Witkoff and the son-in-law of the U.S. President Jared Kushner met with the Russian President Vladimir Putin in the Kremlin, to negotiate over Ukraine and relations with the U.S.
