BNP Paribas has received a regional headquarters licence in Saudi Arabia, strengthening the French bank’s presence in the kingdom as geopolitical uncertainty increases across the Gulf. The approval comes as Saudi Arabia continues its push to attract multinational companies, financial institutions and investment capital under its Vision 2030 economic-diversification strategy.
The licence allows BNP Paribas to establish a formal regional headquarters in Saudi Arabia, supporting its ability to manage operations, serve corporate clients and participate in major financing opportunities across the Middle East.
Saudi Arabia Expands Regional Headquarters Strategy
Saudi Arabia has made attracting regional headquarters a central element of its plan to reduce reliance on oil revenue and position Riyadh as a leading regional business centre. The government has offered incentives such as tax advantages, regulatory support and access to public-sector contracts for international companies that establish their regional base in the kingdom.
BNP Paribas joins a growing group of multinational firms receiving headquarters licences. The bank’s presence could deepen financial ties between Saudi Arabia and Europe, particularly in project finance, infrastructure, energy transition, capital markets and corporate banking.
The bank is already involved in Saudi infrastructure financing. BNP Paribas and HSBC are coordinating a $3 billion financing framework supported by France’s Bpifrance for Saudi Electricity grid-expansion and stability projects.
Dubai Faces New Competition
The timing is significant because Dubai has long been the preferred Middle East base for global banks and multinational corporations. Its financial ecosystem, international workforce and established regulatory environment have made it a regional gateway for decades.

However, conflict-related uncertainty involving Iran has increased risk perceptions across the Gulf. As companies reassess operational resilience and regional exposure, Saudi Arabia’s expanding financial sector may become more attractive for businesses seeking geographic diversification.
The headquarters licence does not necessarily mean BNP Paribas will reduce its Dubai operations. Rather, it provides the bank with greater flexibility to serve clients and manage regional activity from Saudi Arabia as the kingdom becomes a larger destination for global capital.
Outlook for BNP Paribas
For BNP Paribas, a Saudi regional headquarters could support participation in large-scale investments linked to infrastructure, renewable energy, power grids, industrial development and economic reform. Saudi Arabia’s project pipeline includes new cities, transport networks, tourism developments and major energy-transition initiatives.

The licence also illustrates the continuing shift in the Gulf’s financial landscape. Riyadh is seeking to compete more directly with Dubai and Abu Dhabi for regional headquarters, banking talent and foreign investment.
As geopolitical tensions remain elevated, banks will need to balance growth opportunities with regional risk management. BNP Paribas’s new Saudi licence positions the lender to expand in one of the Middle East’s largest economies while maintaining flexibility across the Gulf.
