US President Joe Biden has signed an executive order allowing the US administration to impose sanctions on Russian pipelines used for energy exports.
The document is called “Blocking Property with Respect to Certain Russian Energy Export Pipelines.” The Executive Order provides for possible additional measures to be taken “in relation to certain harmful foreign initiatives of the Russian authorities.”
There is no list of Russian pipelines in the order.
In accordance with the decree, the US Secretary of State, together with the Treasury Secretary, can issue orders to freeze the assets of targeted individuals on the American territory. It also provides for the possibility of introducing visa restrictions and a ban on the transfer of funds by Americans to people on the sanctions list.
The decree of the President of the United States also states that there is a mechanism through which individuals can receive a withdrawal from these restrictive measures.
Earlier in the day, US Secretary of State Anthony Blinken announced that the US would impose sanctions on the vessel and two individuals in connection with the construction of the Nord Stream 2 gas pipeline. According to Bloomberg, we are talking about the Russian company Nobility (Cyrillic: АО НОБИЛИТИ), the owner of the two Russian supply vessels Ivan Sidorenko and Ostap Sheremet, participating in the implementation of Nord Stream 2 project.
