US Special Presidential Envoy Steve Witkoff and American negotiator Jared Kushner may travel to Kyiv and Moscow next week as Washington seeks to revive stalled Russia-Ukraine peace talks, Russia’s state-run TASS news agency reported on August 8, citing an unidentified source.
According to the report, the visit could take place within a period of approximately seven to ten days. The timing and itinerary have not been officially confirmed by the White House, the Kremlin or the Ukrainian government.
Steve Witkoff has held seven meetings with Vladimir Putin since Donald Trump took office as President of the United States in 2025. The last talks took place on January 22 in the Kremlin.
Possible Visit Would Revive US Diplomatic Efforts
A trip to both capitals would represent a renewed diplomatic effort by the administration of US President Donald Trump to engage directly with the two sides. Witkoff and Kushner have already held several meetings with Russian officials and have travelled to Moscow, but neither has yet made an official visit to Kyiv during the current phase of negotiations.
The possible mission follows recent contacts between U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky. Discussions reportedly focused on restarting negotiations, improving coordination between Washington and Kyiv, and addressing security guarantees for Ukraine.
Kyiv has previously indicated that a visit by the two American negotiators would be useful if it allowed them to assess the effects of Russian missile and drone attacks directly and hear Ukraine’s position on a potential ceasefire.
Moscow and Kyiv on the Same Diplomatic Route
The proposed itinerary would place Kyiv and Moscow within the same diplomatic process. A visit to Ukraine could allow Witkoff and Kushner to discuss territorial issues, security guarantees, military assistance and the conditions required for a ceasefire. Meetings in Moscow would likely focus on Russian demands, sanctions relief, occupied territories and the future security architecture of Eastern Europe.
The two envoys have previously met Russian President Vladimir Putin in Moscow and held discussions with other senior Russian officials. Their contacts with the Kremlin have made them central figures in Washington’s efforts to maintain a direct channel with Moscow.
However, the possible visit also raises questions about the balance of US diplomacy. Ukrainian officials have expressed frustration that American representatives travelled repeatedly to Moscow without first visiting Kyiv. A visit to the Ukrainian capital could therefore signal a stronger effort to address concerns that negotiations have not sufficiently reflected Ukraine’s security interests.
No Agreement Has Been Announced
The reported visit does not mean that a peace agreement or ceasefire has been reached. Negotiations remain complicated by disagreements over territorial control, military deployments, sanctions, security guarantees and the legal status of any settlement.
The Kremlin has not publicly confirmed the trip, while the White House had not immediately responded to requests for comment when the report was published. The Ukrainian government has also not announced a final schedule.
Any diplomatic breakthrough would require Russia and Ukraine to accept a framework that addresses both immediate military risks and longer-term security concerns. Even a limited ceasefire would require monitoring mechanisms, rules covering attacks on infrastructure and guarantees against renewed hostilities.
What the Visit Could Mean
If confirmed, the Witkoff-Kushner mission would demonstrate that Washington is again prioritising direct engagement with both Moscow and Kyiv. It could also provide an opportunity to synchronise American diplomacy after earlier negotiations stalled and attention shifted to other international crises.
The timing would be particularly important as Ukraine seeks stronger security guarantees and Russia presses for concessions before accepting a durable ceasefire. For now, the reported trip remains unconfirmed, but simultaneous visits to Kyiv and Moscow would mark one of the most significant diplomatic initiatives in the latest phase of the Russia-Ukraine war.
