Ukraine and Germany have signed 15 defense and security agreements worth more than €8.5 billion, strengthening joint weapons production and Ukraine’s ability to counter Russian missile and drone attacks. The contracts focus on air-defense missiles, interceptor drones, radar systems, artillery, unmanned ground vehicles and protection for Ukraine’s energy infrastructure.

President Volodymyr Zelenskyy announced the agreements after talks with German Chancellor Friedrich Merz in Kyiv on October 4. The package reflects a shift from supplying ready-made weapons toward longer-term industrial cooperation, with Ukrainian and German companies jointly producing and procuring systems needed for a prolonged air war.

15 Agreements Worth €8.5 Billion

Zelenskyy said the 15 agreements and documents focus primarily on security cooperation, German defense-industry orders, procurement for Ukraine and joint projects. The total value exceeds €8.5 billion, or approximately $9.5 billion.

Germany’s Diehl Defence signed three memorandums of understanding with Ukraine’s Defense Ministry for the procurement and delivery of thousands of IRIS-T air-defense missiles, IRIS-T fire units and high-precision artillery ammunition.

IRIS-T systems have become a central element of Ukraine’s layered air defense. Additional interceptor missiles and launch units are intended to improve protection against Russian cruise missiles, drones and other aerial threats.

Countering Russian Jet Drones

A key aspect of the Germany-Ukraine defense deals is the development and deployment of interceptor drones designed to destroy Russian jet-powered Shahed-type loitering munitions. These drones are more difficult to intercept than slower conventional models because of their higher speed and changing flight profiles.

German company Quantum Systems signed a letter of intent covering the testing and procurement of interceptor drones. The company is also involved in an agreement with Ukraine’s National Guard and Ukrainian company Frontline Robotics to localize Ukrainian drone production in Germany.

The agreements also cover small anti-drone missiles, radars and unmanned ground systems. Together, these systems are designed to create a lower-cost defensive layer that can engage drones before Ukraine must use more expensive surface-to-air missiles.

Merz said Germany would fund the production of interceptor drones and that recent technical advances were allowing manufacturing to accelerate. German officials have reportedly discussed the rapid delivery of up to 1,000 newly developed interceptor systems.

Separate €1.3 Billion German Aid Package

In addition to the broader €8.5 billion agreement framework, Germany announced a new support package worth more than €1.3 billion. About €1 billion is allocated for military assistance, including drones, air-defense systems, long-range capabilities and satellite technology. Around €350 million is allocated for Ukraine’s energy sector.

The energy assistance is intended to support generators, damaged substations, emergency repairs and other infrastructure protection measures before winter. Russia has repeatedly targeted Ukraine’s power grid, heating systems, telecommunications and transport infrastructure in an effort to weaken civilian support to the Ukrainian government.

Germany’s support for energy infrastructure recognizes that air defense and electricity supply are now inseparable. Without power, Ukraine’s industry, communications networks, hospitals, water systems and military logistics become more vulnerable.

Germany Deepens Industrial Role

The agreements deepen Germany’s role as one of Ukraine’s most important defense-industrial partners. Rather than relying only on stockpiles of existing weapons, Berlin is supporting manufacturing capacity that could sustain Ukraine’s defense over multiple years.

Joint production also benefits Germany’s defense sector. Companies including Diehl Defence, Hensoldt, Quantum Systems, Siemens Energy and other firms gain long-term orders, battlefield feedback and opportunities to develop systems that can counter evolving drone and missile threats.

The arrangement also reduces the risk that Ukraine’s defense needs are constrained by limited Western inventories. Producing more missiles, drones and sensors can be more sustainable than drawing down national arsenals.

Strategic Impact

The €8.5 billion package arrives as Russian drone and missile attacks intensify and Ukraine faces a difficult winter. Air-defense capacity remains one of Kyiv’s highest priorities, especially as Russia targets civilian energy infrastructure and logistics networks.

For Ukraine, the deals provide additional weapons, industrial capacity and access to European technology. For Germany, they reinforce Berlin’s shift toward a more active defense role in Europe and demonstrate that support for Ukraine now extends beyond financial aid to co-production of advanced military systems.

The success of the agreements will depend on production speed, financing, delivery schedules and Ukraine’s ability to integrate the new equipment into its existing air-defense network. But the October 4 agreements signal that Germany and Ukraine are building a longer-term defense partnership focused on missiles, drones, artillery and resilient energy infrastructure.
