The People’s Council of the Lugansk People’s Republic (LPR) adopted a resolution on holding a referendum in the LPR on the entry of the region into the Russian Federation from September 23 to 27, 2022. This was announced by the speaker of the council Denis Miroshnichenko.

In order to ensure conditions for the implementation by the participants of the referendum of their right to participate in the vote and security for the participants of the referendum, members of the referendum commissions, observers, media representatives, determine the days of voting in the referendum from 23.09.2022 to 27.09.2022,” said Denis Miroshnichenko, Chairman of the People’s Council of the LPR.

The same days for holding a similar referendum were approved in the People’s Council of the Donetsk People’s Republic (DPR). In accordance with the adopted resolution, voting in the region will be held in person at the polling stations established by law. Electronic voting will not be held. Attempts to disrupt the referendum will be punished as a criminal offense.

Earlier in the day, on September 20, deputies of the People’s Council of the LPR unanimously adopted a law on holding a referendum “on the issue of joining the Russian Federation as a subject of the Russian Federation.” The law has already been signed by the head of the LPR Leonid Pasechnik. The results of the referendum will have to be determined by the Central Election Commission no later than five days after the end of voting, the law says.

A similar law was adopted by the DPR People’s Council.

On September 19, the Public Chamber of the LPR called on Leonid Pasechnik to immediately hold such a vote. Soon her example was followed by the Public Chamber of the Donetsk People’s Republic.

In the Kherson region, on September 20, the public council called on the Russian military-civil administration of the region to immediately hold a referendum on the entry of the region into the Russian Federation. Soon, the head of the administration, Vladimir Saldo, announced that the decision on on organizing the referendum had already been made.

The public council of the districts of the Zaporizhia region that are controlled by the Russian forces, also called on the military-civil administration to hold a similar referendum.

The Russian State Duma Speaker Vyacheslav Volodin at a plenary session of the house announced possible referendums: “If, in the course of a direct expression of will, they say that they want to be part of Russia, colleagues, we will support them, do you agree with this?

The Russian Federation officially recognized the independence of the LPR and the DPR on February 21, 2022.

The Kremlin announced that the Russian President Vladimir Putin on Tuesday evening, September 20, plans to make a statement on the topic of holding referendums on the territory of the Donetsk and Lugansk people’s republics, as well as Kherson and Zaporozhye regions from September 23 to 27.

However, the speech recorded by Vladimir Putin will be shown on September 21, when “the Russian Far East wakes up.” Presumably, Vladimir Putin’s speech will be broadcast between 9:00 and 10:00 Moscow time on Wednesday, reported local sources.

The European Union High Representative for Foreign Affairs and Security Policy Josep Borrell called for the introduction of new anti-Russian sanctions in connection with the announced referendums.
